After studying at University College London and the National Film and Television School, the British producer became a household name for his production work on John Sayles' Lone Star (1996), which earned him a nomination for the prestigious Independent Spirit Awards, and the film also made an impact at the Oscar and BAFTA award ceremonies. After his initial success, Paul took over as Director of Film Production at Crossroads Films, where he worked on the production of David Gordon Green's masterful Snow Angels (2007).

He also produced the screen adaptation of Elizabeth Wurtzel's bestselling novel Prozac Nation (2001). In addition to his success in film production, he has also been at the forefront of film financing. He began working as a film financing specialist at the influential Doha Film Institute. Between 2012 and 2014, Miller oversaw a 2.3 million euro educational training programme, a global grants fund of around 1 million euros and managed a 23 million euro film financing fund.

More recently, he set up a new consultancy company based in the Netherlands called Internal Affairs. His new venture was set up to advise clients on everything from best practice to film and commercial financing. In addition to this wide range of experience, he is also a member of the Ateliers du Cinéma Européen, (A.C.E.), the Director's Guild of America and the Producer's Guild of America.
