With an academic background in Political Science and International Relations - Diplomacy and Human Rights, Paulo has been a film critic at CinEuphoria, which he founded, since 2009.

Member of the Portuguese Film Academy since 2011 and of the European Film Academy since May 2022, he also integrated, between 2012 and 2023, the Online Film Critics Society, in the United States, having been the first Portuguese online critic to join the organisation. He has worked as a juror at Shortcutz Viseu, Leiria Film Fest, Planos Film Fest and Caminhos do Cinema Português Festival and is also the official programmer of the International Film Festival Piélagos en Corto in Cantabria, Spain since 2015.
